Patrick McElwain

As the Chief Strategy Officer, Mr. McElwain oversees the development and implementation of SGI’s business growth, identifying emerging capabilities for the firm, and leading SGI’s overall strategic direction for long term success.

Mr. McElwain brings over 27 years of federal law enforcement experience as a special agent with HSI and the U.S. Customs Service. Prior to joining SGI, Mr. McElwain served as the Deputy EAD for HSI from May 2023 until January 2025. In addition, he served as the Assistant Director of International Operations (IO), Deputy Assistant Director for the Counter Proliferations (CPI) Unit, and the Director of the Federal Export Enforcement Coordination Center (E2C2) for HSI. As the AD for IO, Mr. McElwain commanded HSI’s global presence of over 500 personnel, including over 180 special agents deployed to 93 offices in 56 countries who conduct investigations against TCOs, terrorists, and other criminal organizations that threaten U.S. national security.

He graduated with a Bachelor of Science in Political Science from James Madison University and was a recipient of the federal government’s Presidential Rank Award. Mr. McElwain was a distinguished career member of the Senior Executive Service.
